BIS Team

Southwest Technology Center’s Business Development Center (BDC) serves as a driving force for workforce development and economic growth across southwest Oklahoma. Led by Director Kerry Evans, the BDC team including Business Development Coordinator Tim Rabalais, Outreach Coordinator Jason Carter, APEX Accelerator Coordinator Leslie Snapp, and Administrative Assistant Bonnie McAskill connects local businesses, entrepreneurs, and industry partners with training, resources, and expertise that strengthen companies and communities throughout the district.

Through customized Business and Industry training, the BDC helps employers upskill their workforce, improve safety and compliance, and enhance productivity. Training can be delivered on site at businesses, on the Southwest Tech campus, or through flexible formats designed to meet employer needs. This responsive approach ensures regional companies have access to relevant, high quality workforce solutions.

The center also extends its impact through outreach and economic development partnerships across the district’s communities. By working directly with businesses to assess needs and provide targeted support, Southwest Tech helps organizations grow, retain employees, and remain competitive in an evolving workforce landscape.

A key component of the Business Development Center is the Oklahoma APEX Accelerator (OkAPEX), which assists businesses in navigating government contracting opportunities. Through guidance in registrations, certifications, and procurement processes, the program helps local companies compete for federal, state, local, and tribal contracts bringing valuable dollars back into the regional economy.

During Career and Technology Education Month, Southwest Tech proudly recognizes the Business Development Center team for its impact beyond the classroom supporting business success, strengthening the workforce, and advancing CareerTech’s mission of preparing Oklahomans for success in work and life.
